LabVIEW has been fully tested on Windows 7 and claims to be compatible with Windows 8. After the installer finishes downloading, extract it and then locate setup.exe and double click it to start the installer. The defaults are set intelligently, so if your PC is setup normal you can blaze through the installation. I like to install everything and select all the installers, including add-ons I might not use. After all the selections are made the installer will list a summary of what will be installed. Once the installation setup is accepted it could take an hour or more for the installer to finish. If the installation was successful, reboot the PC and check that LabVIEW is now in the start menu.
